The price of opium to the consumer is that current in the Innor Provincos whore the greater portion of consumption takos place. Tho outor and Coast Provinces have slightly lower rates.

Tho increase of revenue was duo to competition among the bidders, roault- ing in the collapse of tho Farm in the following year, as explained in para. 10 of the Moorandum.
